Open Coalition on Compliance Carbon Markets: Is India In?

In May 2026 the EU, Brazil and China launched a club for countries that run compliance carbon markets. India, which has its own compliance market in the Carbon Credit Trading Scheme (CCTS), is not on the member lists we found. Here is where things stand as of 22 October 2026.

Shelf 1: On the Record

![Timeline of the Open Coalition on Compliance Carbon Markets: COP30 declaration November 2025, constituted in Florence 7 May 2026, Wuhan work plan 14 September 2026, The Hindu op-ed 19 October 2026](https://internationalcarbontrade.com/api/v1/blogs/media/6e54141e-e751-436a-9308-7e6f374395d2)

The Open Coalition on Compliance Carbon Markets was constituted on 7 May 2026 in Florence, building on a COP30 declaration of November 2025. Brazil chairs for the first two years, with China and the EU as co-chairs.

  • Who can join: countries with nationwide compliance carbon markets, either an emissions trading system or a carbon tax. Subnational authorities can join as observers.
  • What it does: at its second meeting in Wuhan on 14 September 2026, it adopted a 2026–27 work plan with five work areas. One is cooperation on MRV and carbon accounting, including comparing members' systems.
  • How binding: voluntary, with no legally binding requirements.

![Members of the Open Coalition reported so far: founders Brazil, China and the EU; first new members Germany and New Zealand; reported at Wuhan Canada, France, Norway, Singapore, Turkiye and the UK; India not on the lists found](https://internationalcarbontrade.com/api/v1/blogs/media/d7a8f773-68b9-4871-b5ab-f4632652995f)

Germany and New Zealand joined first; Carbon Herald reported six more at Wuhan. Sources differ on Singapore.

Shelf 2: Being Argued

![Three shelves: on the record, being argued, not known, about India and the Open Coalition on Compliance Carbon Markets as of 22 October 2026](https://internationalcarbontrade.com/api/v1/blogs/media/4c1638f9-b09a-4852-aacc-520e47bdf076)

An op-ed in The Hindu on 19 October 2026 argues India should seriously consider joining. Per published summaries, it cites learning on MRV and carbon accounting, a say in the rules, and preparing for border carbon charges such as EU CBAM. Its caution: shared rules must respect India's development needs.

Shelf 3: Not Known

  • Whether India has applied or been invited.
  • Whether partners would treat CCTS's intensity targets as equal to an absolute cap.
  • Whether the published member lists are complete.

We found no Indian government statement on the coalition.

What It Means for a CCTS Plant

Our reading, not a forecast: systems are starting to compare each other's numbers. The UK has already recognised CCTS for CBAM relief. A tonne can only be compared across systems if it was measured and verified in a way another party can follow, and that part sits with plants and verifiers. See what verification-ready dMRV data looks like.

International Carbon Trade does not advise governments on joining coalitions. ICT helps plants get monitoring data ready for verification, so the verified number can travel to CCTS, CBAM and any market that asks for it.
