ACVA List India 2026: 18 Carbon Verifiers Under CCTS

Every obligated entity under India's Carbon Credit Trading Scheme (CCTS) needs an Accredited Carbon Verification Agency (ACVA) to verify its emissions report before Carbon Credit Certificates can be issued. As of 22 October 2026, BEE's register lists 18 ACVAs. 13 can verify compliance plants, but only one holds a final accreditation for compliance work: Bureau Veritas India.

How Many ACVAs Can Verify Your Sector?

![Number of BEE-accredited compliance verifiers per CCTS sector: textile 10, cement 9, iron and steel 9, refinery 9, petrochemical 6, chlor-alkali 5, pulp and paper 4, aluminium 4, fertiliser 2](https://internationalcarbontrade.com/api/v1/blogs/media/d6500d31-2503-4ace-a4cf-453afb7e2097)

| Sector | Compliance ACVAs | Final accreditation? |

|---|---|---|

| Textile | 10 | None |

| Cement, Iron & steel, Refinery | 9 each | Bureau Veritas |

| Petrochemical | 6 | Bureau Veritas |

| Chlor-alkali | 5 | None |

| Pulp & paper, Aluminium | 4 each | None |

| Fertiliser | 2 | None (no target yet) |

Textile has the most verifiers for its 173 plants, but none is final, and one textile-listed agency carries a "Status: Hold" note.

Final vs Provisional Accreditation

Final accreditation runs five years; provisional runs one. Ten provisional compliance certificates expire between April and June 2027, just after FY2026-27 closes on 31 March 2027. The three newest, issued on 7 October 2026 (URS Certification, Recon Energy Consultancy and SABS Energy Enviro), run to October 2027.

How the ACVA List Grew

Three Checks Before You Sign a Verifier

1. Scope: Is your sector on the agency's line?

2. Grade: Final or provisional?

3. Expiry and status: Does it cover your FY2026-27 verification, and is there a status note?

Provisional is still a valid BEE accreditation. It simply means "who can verify us" has more than one answer. Once signed, here is what the verification itself involves. Verification comes before issuance, and issuance before you can bid on a power exchange.
