UK Recognises India's CCTS for CBAM Relief: What It Means

In September 2026, the UK confirmed that India's Carbon Credit Trading Scheme (CCTS) qualifies for carbon price relief under the UK's carbon border adjustment mechanism (UK CBAM), which starts on 1 January 2027. It is the first formal foreign recognition of CCTS as a carbon price.

What Does UK Recognition of CCTS Mean?

HM Treasury assessed CCTS under the UK's CBAM regulations. According to Khaitan & Co (5 October 2026), CCTS is on the UK's list of qualifying schemes for aluminium, iron and steel, and cement. The Treasury can change that list.

For an Indian exporter, this means the UK importer can reduce its CBAM bill by the carbon cost borne under CCTS, so the same tonne isn't taxed twice.

Relief vs Linking: Two Different Roads

The UK and EU are discussing linking their carbon markets. A link joins two cap-and-trade systems so allowances count on both sides. CCTS sets intensity targets rather than an absolute cap, and we have found no proposal to link it with a foreign market. Relief is India's road, and it rests on a verified emissions number.

UK vs EU: Where India Stands

A CII-IIM report (30 August 2026) noted India has no government-endorsed domestic carbon price, which may be one hurdle for EU recognition. We explain the EU side in CBAM Article 9 and CCTS.

The UK–EU summit in Brussels on 20 November 2026 may address an emissions trading deal. As of 22 October 2026, nothing is signed. Separately, India is not on the member lists of the Open Coalition on Compliance Carbon Markets, which the UK has reportedly joined.

Bottom Line

Relief is not an exemption: the UK importer deducts the carbon price already paid in India, and the claim must be calculated and verified. Exporting to the UK or EU? Check your exposure with Carbon Risk Profiling.

Yes. In September 2026 the UK confirmed that India's CCTS qualifies as a carbon pricing scheme for carbon price relief under UK CBAM.
Which sectors get UK CBAM relief for CCTS?
According to Khaitan & Co, CCTS is listed for aluminium, iron and steel, and cement. The UK Treasury can change the qualifying list.
Is UK CBAM relief an exemption?
No. Relief lets a UK importer deduct the carbon price already paid in India. The claim must be calculated and verified.
Has the EU recognised India's CCTS under CBAM?
No. As of 22 October 2026 the EU has not recognised CCTS and has announced no timeline for doing so.
Will CCTS be linked with the UK or EU carbon market?
We have found no proposal to link CCTS with a foreign market. The UK and EU are discussing linking their own systems, with a summit on 20 November 2026.
How can ICT help exporters claim UK relief?
