Textile CCTS Targets: Dashes and Decimal Errors in the Gazette

We went through the textile table in Gazette G.S.R. 25(E), row by row: 173 plants. Three findings stand out. If your plant is on this list, check your row.

Finding 1: 33 Plants Print a Dash

![Textile plants printing a dash for FY2025-26 target by sub-sector: fibre 10 of 33, spinning 9 of 60, composite 8 of 46, processing 6 of 34](https://internationalcarbontrade.com/api/v1/blogs/media/f407570a-016a-4f63-8572-463f66464370)

33 of 173 plants show "–" instead of an FY2025-26 target: fibre 10 of 33, spinning 9 of 60, composite 8 of 46, processing 6 of 34. The likeliest reading is no first-year target, but the Gazette does not say so.

Finding 2: The Dashes Cluster by State

![Textile plants with a dash by state code: DN 10, Rajasthan 7, Gujarat 7, Tamil Nadu 3, Telangana 3, Karnataka 3](https://internationalcarbontrade.com/api/v1/blogs/media/87541e71-8782-47ba-928f-dbd3b3195834)

All 33 sit in six state codes. Dadra and Nagar Haveli and Daman and Diu has 10 of its 17 plants with a dash; Telangana and Karnataka 3 of 4 each. The other ten state codes have none. All 33 still have FY2026-27 targets: about 192,000 tCO₂e, or 16% of the textile total.

Finding 3: Two Rows That Don't Fit

![DNH Spinners Silvassa and Grasim Century Rayon Shahad rows with possible Gazette errors](https://internationalcarbontrade.com/api/v1/blogs/media/124edb36-b160-48a8-bebe-b9d1645caa01)

DNH Spinners, Silvassa (TXTOE095DN). Printed path: 0.3927 → 0.3890 → 0.2409, a 0.9% cut then 38.7%. Across the rest of the Second Schedule, the pro-rata first-year step (Note 3) is 11–14% of the second-year step; here it is 2.4%. Its block pattern suggests about 0.366. The gap is roughly 27,800 tCO₂e a year.

Grasim Century Rayon, Shahad (TXTOE127MH). Baseline printed as .94244 beside targets of 9.3345 and 8.7787. It is most likely 9.4244, a misplaced decimal point.

What Affected Plants Should Do

Write to BEE and MoEFCC for clarification before your first filing, and keep a copy for your ACVA. A wrong number decides whether you earn or buy CCCs. Why every tonne matters: the zero-credit line. The same Gazette sets a uniform 3.55% cut for petrochemicals.

ICT helps textile units check every Gazette number: row-level target review, BEE query drafting and monthly dMRV, before an error becomes a bill.

Free Gazette row check: email your textile unit's registration code (e.g. TXTOE095DN) to contact@internationalcarbontrade.com, and we'll check your printed baseline and targets.
