CCTS Offset Projects: Why an Approved Project Isn't a CCC Yet

A submitted offset project is not a Carbon Credit Certificate. The CCTS offset cycle, stage by stage, and the delivery risk buyers carry.

CCTS Offset Projects: Why an Approved Project Isn't a CCC Yet

Offset developers often say their project is "approved under CCTS". A buyer should hear that carefully: under India's offset mechanism, a project earns nothing until the last stamp.

The Offset Project Cycle, Stamp by Stamp

![CCTS offset project cycle shown as passport stamps: design document, 30-day public comment, ACVA validation, registration, monitoring, ACVA verification, Technical Committee and NSC, BEE issues CCCs](https://internationalcarbontrade.com/api/v1/blogs/media/e14d86ad-ff6f-4d80-b2b1-ab4ac29bb0a9)

1. Eligibility: project start date on or after 1 January 2025, under a BEE methodology, and not registered in another carbon market (the Green Credit Programme is the stated exception).

2. Project design document posted on the Indian Carbon Market portal for 30 days of public comment.

3. Validation by an ACVA, then registration.

4. Monitoring and verification of actual reductions.

5. Technical Committee review and National Steering Committee recommendation.

6. BEE issues CCCs into the developer's registry account. Only now can they be sold.

Where the Pipeline Stands

![Offset pipeline as of mid-October 2026: about 40 projects reported in the pipeline, zero registered on the public register, zero offset CCCs issued](https://internationalcarbontrade.com/api/v1/blogs/media/c9db8c4d-db66-4dcc-80cd-6905edf92396)

BEE released its first methodologies in 2025, covering energy, industry, waste, forestry and agriculture. As of mid-October 2026, the public register showed no registered offset projects, with about 40 reported in the pipeline. Neither side can price a credit until the compliance market trades, which hadn't happened as of 22 October 2026.

Pricing the Gap: Delivery Risk

![ICT Risk Profiling ladder for forward CCCs: AAA to AA low delivery risk, A to BBB moderate, BB to B high](https://internationalcarbontrade.com/api/v1/blogs/media/f796dafc-624f-4831-9722-520bbcefcf9e)

A forward contract on a project that is still at stamp two carries risk that a verified CCC does not: validation can fail, monitoring can fall short, and the price is unknown. Check whether the project is also listed elsewhere, too: see double counting.

ICT rates forward CCCs from AAA to B on technical, financial and regulatory risk, and helps developers move from design document to issuance.
