CCTS Delays and Fertiliser: Trimmed Targets and Green Ammonia

India's CCTS compliance year began on 1 April 2025. The first final targets arrived on 8 October 2025, six months late. That delay quietly changed what each sector must deliver.

The Rollout, Step by Step

![CCTS rollout timeline from April 2025 to October 2026, with steel still in draft and fertiliser without targets](https://internationalcarbontrade.com/api/v1/blogs/media/5552d702-1d26-4c5b-a807-0a8a8eeb14d4)

  • Apr 2025: FY2025-26 compliance year begins
  • 8 Oct 2025: four founding sectors finalised
  • Jan 2026: four more sectors notified (the January Gazette)
  • Jun 2026: revised steel draft covering 255 units (steel explained)
  • 22 Oct 2026: seven of nine sectors have final targets; steel is in draft and fertiliser has none

Delay Trimmed the Targets

![Emission-reduction potential lost versus draft targets: cement 17%, aluminium 16%, pulp and paper 16%, chlor-alkali 11%](https://internationalcarbontrade.com/api/v1/blogs/media/a9210a32-1c2a-4148-9302-4975071721bc)

A CSE analysis (Down To Earth, 17 October 2025) found the final notification cut reduction potential against the drafts: cement 17%, aluminium 16%, pulp and paper 16%, chlor-alkali 11%. Steel's delay works the other way: it skips the lighter FY2025-26 year and starts straight into a steeper path. What the trim means for one sector's credit balance: will cement buy or sell?

Fertiliser: No Targets, Real Momentum

![SECI green ammonia auctions: 13 projects, 724 kt a year, about $637 per tonne, 10-year fixed prices](https://internationalcarbontrade.com/api/v1/blogs/media/a0efd189-c0aa-4e27-a393-de7fee5fce37)

Fertiliser is in the CCTS sector list but, as of 22 October 2026, has no final targets. Meanwhile the National Green Hydrogen Mission moved ahead: SECI auctions in August–September 2025 awarded 13 projects for 724,000 tonnes a year of green ammonia to seven producers, at a weighted average near $637 a tonne on 10-year fixed prices. One estimate (Reclimatize) puts green urea near $581 a tonne against about $750 for crisis-period imports. See green hydrogen standards.

When fertiliser targets do land, plants already on green ammonia may start ahead of their baselines.

ICT helps you plan before your targets land: baseline modelling, a five-year GHG reduction plan and dMRV set-up, so FY1 does not catch you unprepared.
